If so, there are accountants on this site that specialize in real estate taxation. 

There are some that manage city wide, but I have found the better ones seems to specialize in more specific areas.

I do not know a lawyer that specializes in any of this type of business.

Remember there are some people that specialize in this type of complication so if you end up trying to figure it out, the better you can understand what you are getting into, the "safer" it will be.
