The 203k is basically used to fund the mandatory requirements of an FHA loan (electrical, heating, no peeling paint, etc).  

We keep 3 or 4 radiant heaters for the winter up here in case the heat goes out.

There are a number of low-profile co-working spaces in SF that are very low-end - I worked in one that had no heating or cooling, and it got very hot and cold (but it was cheap!).

One landlord let me out of the lease after I complained that the heat wasn’t working (this house had so many problems including him promising us a kitchen remodel when we moved in and then he got mad when I told him the contractor left the cabinets outside overnight - with dogs in the adjoining unit who liked to pee on everything, anyway this was winter in Wisconsin and he flat out ignored me for several days when I told him the heat wasn’t working).

I think you’d be wise to choose a market with less heat on it.

I hope it goes soon because heating with propane over the winter is going to cost me!

Top unit has their own private washer/dryer and heating system separate from the downstairs. 

The HVAC system is all electric heat pump by Ruud.1 thing that has thrown me off our these thermostats located in each room.

If you are paying for gas the tenant can just turn up the heat and leave the windows open at your expense.

Not sure what is actually actively cooling/heating the house.
