Help with Thermostat

Greetings, i recently purchased a home that currently has an HVAC system in the attic with supply/return vents though out the home. The HVAC system is all electric heat pump by Ruud.

1 thing that has thrown me off our these thermostats located in each room. My first thought was baseboard heating but there are no baseboard heaters in the any room. High level look of Each room (windows, HVAC supply vent, light switch and this random thermostat. 

Has anyone seen this before or know what it controls? I tried to follow the wires but it disappears in the walls.
