If you file a new case in Arkansas between now and July 25, 2020 seeking an eviction, you "are required to affirmatively plead that the property that is the subject of the eviction dispute is not a covered dwelling under the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act)".

Give the tenant written notice that you will be filing eviction and seeking a judgement as soon as the law allows.

Also is it worth it to seek civil or criminal charges against them?

We've been in a strong rental market for 10+ years and a lot of the "experts" you seek advice from have just a few rentals and have never dealt with a problem.
