Tenant not paying rent

I have tenants that have not paid the rent for 3 months. According to Colorado law under the COVID-19, I cannot evict him. I personally think that he is taking advantage of the system. Any suggestions of what I should do? Is there any steps I can take to protect myself and my property?

Our government leaders have screwed us (the landlord) in there effort to protect the tenants sanctity of housing.  When that eviction restriction is lifted the courts are going to packed with eviction cases.  There was no assistance other than forbearance which in most cases was due all at once in 3 months.  How does that help someone?  It’s only going to increase pre-foreclosure cases.  There are a few theories out there.  Serve them your state mandated notice of non payment (notice to quit).  In my state it’s 5 days, most are 3.  To me serving them is not an eviction. Eviction starts with the filing at the court house.  Others say you can’t do anything no notice.   it seems attorneys don’t even agree of what should be done.  Contact your real estate attorney for direction.
