Until recently Joshua Tree,CA was friendly but seems the authorities are cramping down.

Either way it sounds like all members have the same authority to do most everything, which is where the problem is and also may not be the best set up for the family for many reasons depending on their situation.

So under whose authority was it that this the burden should be placed on landlords indefinitely?

So you can confirm with your insurance agent and the county taxing authority that those numbers are right.

He has called authorities on several occasions for harassment as my father and sister have attempted to collect rent or evict him.
