I would say the posts above are great ideas to try first before taking legal action.

If you plan on moving back, this makes sense, but if not, it seems silly to now try to BRRRR where you just were.

Focus on getting the first one and try to buy one a year. 

We'll try to figure out if there is some defect causing that unit to sit.

I'm not as good a professional but the work I did was mostly good enough for us to live in, and the small fixes to make it good enough for renters has been worth trying to do it myself.
