I live in the DMV and I'm getting started in buy and hold for college students and in note investing through a self directed IRA.

I think you're saying you hold the 2nd mortgage to a home with the current owner and are foreclosing for nonpayment, and to obtain the home you need to pay off the 1st mortgage in previous owner's name? 

Broker responded that I had offered the previous week, I did the same, heard nothing.

While I am not new to real estate investing (I have worked in commercial real estate finance in a previous career and have invested in a few crowdfunded deals), I am new to directly investing in real estate personally.

That is why people swear by storage units, no toilets, minimal renovation if at all.  

Unless she is in college right now on ROTC or at the Af Academy already and then she will receive orders to active duty once she finishes college.....in which case, how do you already know where she will be stationed?
