I'd preapprove you for a fannie refinance, knowing that fannie is more restrictive than most portfolio lenders, and then we'd submit it to them (with an appraisal and full credit package etc) once you purchase the place all cash and own it.

I'm not sure if they just found a good off-market deal when they purchased, if they put a good amount of capex in (marketing package says they rehabbed 5 units) or if they are just being greedy trying to exit at this price.

We have a company called legal blanks in WI and they supply the whole package for very little money: lease, smoke detector and CO dectector notice, lead based paint addendum, rules and regulations, move in checklist and 5 day notice.

You will want to be able to change the lights, because regardless of what the packages say, those buggers do burn out (get dim/ aren't as good) after 5+ years of heavy-heavy use.
