Submetering Water in Charlotte, NC?

Have any investors submetered water in Charlotte, NC? When looking through OPEX on a few multifamily deals the water/sewer bill can be $15K+/year. That's equal to an entire month of rent and capturing that or a portion of it is a great way to add to the bottom line. I'm hoping there's a cost effective solution to do this, or at least something that has a short payback period.
