Obviously it would be in the Buyers best interest to have all disclosures and previous reports on hand before the Buyer pays to have multiple inspectors look at the home.

Flips target home buyers and as such are generally priced/valued above what would work for the market rents.

I am looking for any advice, leads on motivated buyers, realtors in the area who work with wholesalers, and possibly a partnership with anyone in the areas to get some deals done. 

Then you need an "assignment of contract" form that will be between you and your buyer if you are wanting to assign the deal.  

It could be a syndicate has ran it's course, a bad partnership, a divorce and a split of assets, investor is bringing investments closer to home, needs money for another project, etc.Sounds like you are competing with home buyers who will pay a premium and are fine with just a little built in equity.

In California the buyer-signed contract is the offer.

But I think very few buyers and absolutely zero brokers would classify most 2002 vintage properties as B class. 

We have been in the talks about this for over 2 months now and I have been gathering different ways and plans to go at this, like different loan types for foreign buyers and even me as a buyer of the homes (with their money as down payments) and do rent to own type deals, as in they basically rent until they own the whole thing.

A full-time Realtor generally has more of a track record, buyer database, etc....
