I do know they recently had to close most of their public schools down due to lack of funding and the police and fire department was asking for donations of toiletries and etc.

A client who bought a SFH off University Ave near EPA City Hall because it was across from Police Dept.

Should I say call the police and have them removed for trespassing?

Their is even a Police Officer next door.

Vacant house or builders risk polices will be much more expensive and will have much less coverage than homeowners. 

That city does not have enough Police Officers to properly maintain it.

-Knock on the surrounding neighbors doors, hand them a flyer and tell them you're doing an open house at 123 main st and if they see anything suspicious to please call the police. 

We did have a drug dealing issue with the next door house, but over time with some pressure on the RE investor who owned the property, and working with the police, we turned that situation around.

This is a rough area so calling the police is a minimum 1-2 hour wait.

I talked to the city police who frequented the property and they said that the piles of garbage were as high as the eves of the roof.
