Just go to your town's development office and get a re-roof permit for the small area that needs to be changed.

If you have a title company that is investor-focused (or supportive), and owned by an attorney (or at least has good relationships with a law office) then you should have a helpful guide to generate the debt instruments needed. 

I called county offices trying to get this information and they seemed clueless.  

Practically speaking, you should at least call the various government offices that may have information about liens.
