I work as an operator for the city I live in locally and it provides great benefits to health insurance/time off/pension, etc.  

With the lead paint infraction this brought the Health Inspector.

The Order does not prevent you from being evicted for(1) engaging in criminal activity while on the premises;(2) threatening the health or safety of other residents;(3) damaging or posing an immediate and significant risk of damage to property;(4) violating any applicable building code, health ordinance, or similar regulation relating to health and safety; or5(5) violating any other contractual obligation of a tenant’s lease, other than the timely paymentof rent or similar housing-related payment (including nonpayment or late payment of anyfees, penalties, or interest)

It never never needs batteries and has never failed me.

Aside from the fact that I don't believe anyone is working that many hours - I mean really working, not just being available to answer a question that comes up or similar - anyone working even remotely close to that is going to be neglecting their family, their physical and mental health, their diet, their driving, etc.

I have 4 properties in one HOA and I became Treasurer of that board, turned the financial health of that HOA around and then exited.I have 5 more properties in a second HOA. 

I would give them the option to move and get away from your long term tenants for his own health and/or not renew his lease when it expires if he is a PITA.
