While you're learning and saving up for your first true investment property I would suggest analyzing deals all the time, even if you can't buy them.

@Mike Hurney thanks for your suggestion, though I confess I'm not sure what I should have said differently.  

For example, that home did not have washer/drier, refrigerator etc and has wall cooling (a couple of them have to be replaced) and few minor replacements and siding needs little work as well.Any suggestion would be helpful.Regards,Prabodh

Any suggestions on what are the best ways to build a buyers list?

I don't have the time to commit in studying the case law tonight but I can see how one would orchestrate an 11 year rental with the intent to flip. 

If you're going to be in Augusta this week, I'd suggest hitting the local REIA meeting to meet some investor friendly agents and local investors in person.  

My tuition will be taken care of, but that leaves me with nothing left over for living expenses, so I'm hoping to have continual income from a place I'm familiar with (in this case the city I grew up in) while being otherwise able to focus on my studies.

I highly suggest picking up those books and reading through them.
