As Theresa said, shingles are stiff in the cold, so may not heat up enough to expand out and lay flat or seal down. 

The question comes in on common elements (utility, water, heating lines that supply multiple units or Common walls, etc.).   

A unit with heat and water included is worth MORE than one where the tenant pays those utilities.

If there is a true emergency that endangers a person or the property and requires immediate attention (flood, loss of heat, fire, gas leak, etc.) then they should be able to text/call you directly.

In general foreclosures can be a great strategy, but they have come under enough pressure in recent years (post 2017 or so, and really heating up after 2019) and this pressure has put the average discount that you buy a foreclosure home (via sheriff's sale is specifically what I'm discussing) below a reasonable threshold for the risk you take in my opinion.According to the book Zillow Talk, sheriff's sale properties sell at an average 7% discount compared to market value, which has compressed in more recent years.
