does not make sense unless they did not pay them. check and see if the town has a rent control board, fair housing board or some board that tenants can complain to, get the town involved in your fight.

There are other very capable CPAs on the forums as well, just be sure the one you pick is familiar with CA laws, which tend to be more complicated than other states (I think most on the forums are).
