Play the politics of the HOA.

You either get private lending which is based on deal (and experience) or use your own funds

For instance, I worked for a company who was more focused on running successful deals than they were marketing.  

If your tenant base is a chore this may not get any better you can't change the demographics of the area quickly..

FYI we've changed our approach entirely and have lower fee initial entry points to avoid the challenges of long term project based arrangements so we can catch issues much sooner.

Appreciation seems like the only play here.

I'm not playing the appreciation game since I think it would take literally decades for some of the areas to really appreciate significantly.

yup ticking time bomb.. the Note holders always have had and always will have the sole discretion to call the notes due based on the alienation of title.
