This will be my first Sec8 rental property - Is there a "standard" lease typically used with Sec8 tenants or is the TAR lease suitable?

Pick your battles.I won't even get involved in the call out, I'll pass the tenant number to my contractor and they will make a suitable time for an appointment.

Now we just have to try and keep the visitors from coming back at night.

When I asked about her (we thought she was over 18), because male tenant said "we are thinking of having her stay with us for the summer" (violation of lease which says visitors can stay 7 days), the female tenant replied "he misled you, sister visits for help with homework, she spends the night sometimes".  

@Prashant Sahni Along with a lease agreement signed by both parties, you should ask your prospective tenants to fill in a rental application so that you can get all the necessary information about the tenant and then decide if they are suitable renters. 

Same lease as everyone else--how many visitors, how many nights a month, etc. 

Then when the tenants mother died, she had visitors coming when her mother was on her death bed.

We pay $70 to have the apartment thoroughly cleaned between each visitor and we add this fee to the reservation total.

People who rent their residences to visitors are displacing hotel stays and cities are losing that tax revenue.
