The other part, with the steel beams, is resting on cinderblock piers, which are resting on poured concrete piers.

If the floor falls in or the ceiling falls on him and injures him would I be liable for unsafe living conditions?

I do this, and recommend you do going forward, is take a video walkthrough of the house between tenants including inside and outside of dishwashers, all appliances, floors rooms walls everything etc.

Also, I'd always include a few thousand for paint and flooring.

I am doing a flip that has a 480 square foot room off the kitchen, 4 windows, double exit door, sub floor, dry walled, heating vents, electrical outlets.

The biggest rehab projects were redoing the flooring (with sound barrier underlayment) on the whole house, upgrading the addition on the upstairs to match the quality of the rest of the house, hanging drywall & sound board on the ceiling of the basement and upgrading the basement kitchen/bathroom.

The first floor is rented out to a tenant and the second floor is vacant.
