For what it's worth I decided to go with a large umbrella and skip the LLC for all the reasons Katie mentioned. 

That being said, we had to start over and the contractor almost didn't get it done as a result of growing his business too fast and one poorly managed project snowballing into the next (Word on the street is that he has since skipped town and there are over 10 pending lawsuits.)Lastly, the contractor assumed that this property was on city sewer.

Sometimes, we will skip a year with no rent increase.

We might also look more closely at their credit report in such a case - if their score is low because of a medical bill from 6 years ago, or because they're a young college grad just starting a career and just don't have a lot of credit history, that's a very different scenario from someone who has 17 utility accounts in collections and a judgement from an apartment complex for skipping out on their last month's rent.
