If it sticks out like a sore thumb, it's probably a good idea to either get rid of it or cover over it.

You can really turn around a neighborhood by renovating the eye sores.

I cannot imagine working for someone, so RE is perfect for me.

In my town the property owner can be cited for "keeping a disorderly house" (party houses).

Send a notice to cease and cite disorderly conduct which is a legitimate reason for an eviction...Obviously you need to follow procedure notice to cease and if the behavior doesn't cease follow it up with a notice to quit and file for judgment for possession based on these grounds...Also add a statement stating nobody is allowed up on the roof!!!  

The block is filled with working class owners and students...save for one house that has been the eye sore of the neighborhood.

There is also a portion of land (blue shading) that I think would be ideal for a commercial apartment complex, but before this can happen I think the mill, which is an eye sore, needs to be taken care of, or does it?
