I retract my advice.

It's clear the people in your situation don't have much responsibility or the dog would never have had a chance to jump a fence.Recently, Maryland retracted the law (?)

I found people would say bad things, then immediately retract them as if they were forced to apologize. 

Good luck.To me it seems like email communication with her is best.Write her and explain that you regret that the offer has to be retracted because your secured funding has a deadline and that has come and gone.
