these are facts and circumstance cases.. did the contract have a mandatory mediation then arbitration clause or do you have to go straight to the court system.either way if seller does not cooperate your going to spend some months flushing this out.

B ham is probably hovering close to 200k  by at the number or higher regardless of how the numbers flush.. this will generally get you were you have owner occ homes and better schools. in a city like B ham ( and I owned 50 rentals there at one time in the past) Schools are uber important in the deep  south.

If it's an old wood window that can't be replaced or blocked super easily, you could always go down to the studs from the inside, put a piece of treated plywood (painted black) over the window itself, and screw that into place so that it's flush with the studs.
