Due note that if you're going to finish the first floor, it's a great time to add earthquake anchor bolts to the foundation if you wish, add drainage to a concrete backyard and garage if there isn't any yet and update/add to the existing plumbing and electrical (also add Ethernet and new cable) before all areas get enclosed with Sheetrock.

I don't mind sharing it with one or two folks just not the whole Ethernet.

Most modems have multiple Ethernet jacks and I just run a separate router off that.

Powerline Ethernet Adapters must be on same circuit.

Run my ethernet into that, and it functions as a smart TV + router + computer which can print, surf the net, etc.

They are IP cameras that are powered through an Ethernet cable so there is only a single cable that will run directly to the recording device. 

I ran some coax and wired a house with CAT6 Ethernet cable last year.

I used Ethernet wired Digital Watch Dog cameras.

You said best, then you said affordable.You get what you pay for.You can get a boxed system from Sams club that uses batteries that you have to replace and works off wifi.these are OK systems for around $300.00I have a Digital Watchdog Camera System that is hardwired and powered over Ethernet cable.
