They broke 3 windows including 2 window frames, 1 door, nearly destroyed the new carpet, there was human feces in the bathtub, removed a ceiling fan, knocked several holes in the walls; drew on the walls with permanent magic marker, etc.

I would NOT put in electric baseboard, it is the cheapest to install but very expensive to operate especially in older buildings with old windows and little insulation.I would recommend gas, especially since you already have separate metered gas for each unit.

If the window units are yours anyway and you are going to have to replace them that is equivalent to about what 10 window units cost at $400 a unit.
