Do you guys know if DWP and Gardena will allow separate gas, water, and electric meters when building a detached ADU with its own address?  

However, i assume we both agree the obstacle is getting the Title Company to accept and issue title insurance correct?

This doesn't include an adu conversion which can only be done on single family detached vs a townhouse which doesnt have acceptable parking unless you can get some sort of variance which I really wouldn't just hope for before buying.
