The current contract is through May 2019 so I assume I'm stuck receiving that monthly amount till then but I'd like to be way ahead of the game at renewal so I know what needs to be done to either increase with CMHA or decline my renewal.

Many tertiary markets in the rust belt have poor economic conditions and declining populations, making real estate investment in those areas a bad move (in my book).

According to forecasts from @RealPage property management, 671,953 apartment units are projected to be completed in 2024 (the highest since 1974).While this is only about a 3.5% increase to overall apartment numbers, this should have an affect on apartment rent growth, or even rent declines in the sector (RealPage).
