Because the Landlord doesn't have the authority to force tenants to purchase a product that is solely for the tenant's benefit.Again, the amount of time required to inform the tenant, verify compliance, and then track just doesn't seem worth it.

I get this letter saying really a bunch of nothing, asserting that I willfully with held the security so now I owe them double security and if I don't pay them by X date they are authorized to file suit in Vermont SUPERIOR court.So, can they actually take this to the superior court as even if they were to tack on lawyers fees I can't imagine it would make it past 5k?

If this is "really" a Lease (as opposed to a License), and if you are going to record anything (like a Memorandum of Lease) then the Owner either MUST sign the Lease and MOL -- OR the owner must record some delegation of authority documents showing that the person signing on owner's behalf has the authority to do so.

They are off-market and I'm talking to the seller now about buying them for 60k each. 3512 already has a voucher tenant in place who pays $0 (the housing authority pays $1200). 3514 is vacant and rent ready.
