There are a total of four buildings, each an 8-plex, owned by different owners and one of them is on the market which is the target property.The tenants of these buildings know each other and I have no knowledge who live in the other buildings except they mentioned one person in another building who comes over and mow their yard and they go over to do their laundry.

@Darrell Shepherd makes a lot of great points.To really answer your question you need to see what is common in the market you are working.Some guys will still want a certain discount (which may be 70% but might be less) or they want a certain return or are just looking for a target cash flow.I know I would always want to buy at as big of a discount as possible, but on my rentals if I get the return and cash flow I need I will consider it even if it is relatively close to retail.

Sometime it takes a year of monthly mailings.I wouldn't call your results abysmal at all. 10 returned letters would be one phone call out of 54 that reached their target---that is actually good.
