I would like to extend the road from the paved road nearby, run a road and a cul-de-sac then places the homes along the road(s)Does anyone have an idea of where I'd begin to look into costs, permits, or anything?

A General Plan update would allow for a conditional use permit but it was unclear when that would happen.

Aside from this, I’d look at a house with a legal permitted accessory apartment and either rent the apartment or live in it and rent the main portion.

I am also a Construction Supervisor (general contractor in most other states), pull my own permits, and do all the decision making. 

Also, that all the work is permitted.

I'm not subject to any HOA and the additional unit is permitted with it's own sub-panel.

We just received site plan re-approval last week and subsequently submitted our 95%, or permit set, of construction drawings to the city for their final review.

We added 2 bedrooms in the back of the house (large room split in 2) with no permits.

We actually terminated their lease and we don't have to cite any specific reason in NC, we just have to give 7 days notice, but we did let them know that they had three clear lease infractions. 1) Drugs are not permitted 2) they were smoking on the property/in the house and 3) their renters insurance had expired.
