@Adam Frantz: We left Seattle (I was born there and we raised our family there) because they couldn't seem to turn the water off (rain my friend, drizzly, grey, everyday) and  we ended up in Arizona which we find both very favorable weather and  favorable landlord tenant laws.

If there’s not enough precipitation (rain, snow, or otherwise) in the surrounding areas to replenish the reservoir, I don’t see how the underground aqueducts are being replenished as the whole southwest is in a multi-decade drought.
