It was a bowing brick wall and all he did was shore it up with skim coating of the wall that was bowing and added some concrete hollow blocks in front of the bowing wall.

It might make for one unhappy tenant if you actually do it, so I would start with trying to block the space and giving her some sort of a notice in writing.
