In any case, the more doubts you have about the accuracy of the numbers, the more you have to dig in and ask for bank statements, invoices, leases, etc. and verify that they are accurate.

I am a data junkie of sorts, so I started with this document here (http://uli.org/wp-content/uploads/ULI-Documents/ET17.pdf), and once I saw some things about markets I liked I started digging in deeper into the markets themselves through my independent research, and then finally got in touch with someone who was working on the ground in the markets.  

I can only assume the people who "fail" aren't really digging in to get all the needed info before jumping into something.

If I was comparing, I would dig into legal and tax aspects of the state.

There is gold out there if you just start digging.
