On the first occasion that the same problem occurred, he was still getting SOME promotional emails from BP, but none relating to his followed threads, which leads him to believe that the problem is:- the "Re-verification" email that needs to be received is originating from the SAME email source that has been blocked in the first place (which could be a specific email server process that created the glitch). 

You have to refund it if there's no damage.

When you buy out of area it is extremely hard to know what you are getting as just a few blocks can make a huge difference in neighborhood. 

It could be a number of problems like major foundation damage,difficult tenants and neighbors,dangerous neighborhood,etc.Just have to get in there and see for yourself.
