Is it even legal to not disclose to a buyer that this owner tenant relationship exists?

There are lots of ways to invest that most people don't even know exist, and some of them are very low-risk if, again, you know what you're doing.I hope this helps you a little bit.

What I am scared of is investing in a property in Baltimore City and can't get a renter because of so many vacant houses exist on the block.I know there are people that will rent anywhere but I am afraid being the state of Baltimore City those renters have rented elsewhere.

Before you can legally make the existing 3 unit building a 4 unit, you need to speak with your building and/or zoning department to receive their blessing.

I'm looking at a long, skinny rowhouse that's currently configured as a 2 unit, but could probably be reconfigured for three units for either rental or condo conversion.Several of the existing bedrooms have their only window into a shaft that I'm pretty sure was put there explicitly for the purpose of allowing light into the house.
