I don't know if I can or can't, although I know most banks ask for a signed lease agreement as part of the qualification process, which obviously we won't have.

While he's largely against investing in anything right now, he's open to anything he feels is a great deal (he's got very strict qualifications for what passes as a great deal) but I've yet to find anything.

Someone needs to spend some time on site and recruit a better PM team and give them new guidelines on tenant qualifications, screening process as well as the process for rent on time and eviction.I would also join the local LL association and network with some people there.

More of a slow and steady approach.Or maybe someone has the cash and qualification to get 10 x $500k properties on 30y loans and be happy with a $5mill portfolio that is paying for itself and growing.
