The broker is very interested in not getting sued and this agent is setting him up for a big mess of a court case and fines from the state and maybe NAR and/or the local MLS board.Your PA agent can submit an offer in NJ only if he's licensed in NJ.BTW, even if the other party "accepted" your offer, it's still invalid without your signature.

I take what NAR says with a grain of salt because no one accurately predict what will happen until they know the national economic and social policies that will clearly have an impact real estate.

Activly contact and support legislatures, NAR, your local REIA groups, to be vocal, active and apply pressure to do the right thing.

They may not be a member of NAR and this doesn't exactly fit this situation exactly but I'm sure the their broker and state would agree that their behavior was unethical and unprofessional.
