Very hard to tell from your photo, but assuming that is not the drop to your property but one of LADWP's supply lines (there would be an utility easement on your property) then yes it may be impossible to have a 2 story ADU as there are clearance issues, both lateral and height wise.

@Jin Zhang If you are only managing If you rentals, I don't know that it really qualifies as a business since it would only take a small amount of time each month.As long as you live there, it should be fine to operate your business from that location It would be almost impossible to hide from the tenants that you are the landlord/owner.
