correct me if I am wrong but I believe if the sewer lateral is over a certain age that the city code is it must be replaced at sale .Ergo the mandatory aspect of it.

Unfortunately, most of them have no idea what they're talking about, and those that do, are probably talking about a specific aspect of investing that may or may correlate to what you are planning to do.My best suggestion is to find someone who is successfully doing what you want to be doing in your area, and try to learn as much as you can from them...

And, simply putting those landlords out of business.I won't even touch on the social aspects in a community that slumlords contribute to directly and most are so consumed in their greed and self that they don't even realize the impact caused, and some wouldn't care....as they think they are making money.
