I want to send her a notice to remove all improvements or face eviction (whenever the moratorium is lifted) in which she would not get a relocation payment (she would get a relocation payment with an owner move in eviction and of course if she accepted a buyout agreement).

So would the beginning of the tenancy be prior to me purchasing, in which case I am not exempt and would need to provide relocation assistance, or would it be as of the signing of the new lease after I purchased?

I just want to make sure that this is a normal practice and I am not being scammed.

Unless you think you can bump rents or find a way to reduce other expenses, you are paying $100K to get several years of unpaid practice at landlording.  

This would give each tenant their own "zone" and a thermostat.If it's forced air heat, then it's possible to set up zones but not financially practical.
