Like I said, I've never heard of that, but I kind of wish my city had that program, I'd prob buy it. 

@Chris Maudlin if this is a FEMA flood insurance policy, then the rates are standardized across all agencies, as it is a federal flood program.

My current program is through Farmers for my two cabins but they won’t cover pool cabins.

I would definitely recommend researching other software programs.

The agents I currently use would be able to tell me that the area isn't "good" and that the rents are high because they are a special state sponsored program (not section 8) that could stop at any time.

The exception is that under the FHA program, appraisals are required to be portable.

@Jonah Wilson there are tons of programs with out income for investment properties. 

Before signing up with a guru, make sure you vet any program on BP.Hope this helps, I'm happy to give more specific examples. 

Your realtor is talking about the STAR program which is a property tax credit and exemption (not a reduction or change in assessment) for those that use their home as a primary residence.
