I had rentals condos and it's the CC&R that governs.

Out of this fair market rent the government pays a portion and the tenant pays a portion.

These services (some government-provided, some religious-affiliated, some business-related, and some charity related,) all require the citizen to be extremely delinquent on a bill before offering assistance. 

I believe that Medicaid has an income limit, so you may or may not qualify...but you can usually Google "do I qualify for..." and there are government sites that will usually ask some questions and try to point you in the right direction.

I would have to show that I was ordered to moved by the government (qualified extended duty).

The biggest concern I have for the market, and it's a minimal concern, is if the US government for some reason decides to close Sheppard AFB.

After, the house is in the name of its new owner, it will be to late for the government to place a lien on it for the deceased's medical bills.   

When it comes to these government agencies no one has the slightest clue and its a painful process to uncover the drama.

The further south and closer to Camp Pendleton/San Diego the better likely to pull military family’s/government tenants or even San Diegians who worth on the northern edge who make the drive for work.

If the government isn’t involved in the utility business (and hence can come after you for payment regardless fo who’s name the utilities are in.) it’s advised to get them in the tenants name before move In.
