Typically what I've seen is a bedroom on a 3rd story requires 2 means of egress with one being an interior staircase leading to multiple means of egress in other parts of the building, and the other being an exterior staircase or fire escape type situation.

I understand that there are some rules of thumb for other property types (1-2% of home value/year), but as common area maintenance is handled by the HOA, I’m not sure what number I should arrive at for non HOA items, like interior/AC repairs.
