You add the AC (any upgrade) if it generates a higher rent than without and that higher rent portion will pay to cover the cost of instillation in 2 years or less.

One option is to buy and keep it as is, the second is to buy the easment back from the neighbor, and the third as suggested by others is to sell the portion to the neighbor by subdivinding that portion of the property (if there is adequate room for you to have a driveway entrance to your property)Your EMD question.
