Is there a need/demand for house measurements and floor plan to be created via CAD and delivered as Images or PDF’s for REI or agents?

All new flooring, updated heating, added a 4th bedroom, two new bathrooms, and fresh paint throughout.

In your offer/contract you can stipulate that one of the units needs to be delivered vacant.

I've found transactions like this done over a handshake very frequently end up with different understandings of what the work was to deliver and what the landlord was to compensate. 

City residents pay more than Baltimore County even though the county residents get their water delivered by the Baltimore City system.

@Ben Wenger  In the situation you described, I would have written in the Purchase Agreement that the duplex needs to be delivered empty, and "broom clean".

You also typically cannot close with a new buyer while there's an active 'dispute' over EMD...although I've heard it is technically possible if you start fresh with a new title company, keeping the disputed escrow at the first...a huge pain since you'll likely owe that first title company for any preliminary title and lien work done. 

No, he didn't deliver that paperwork.....

Do get a fresh set of eyes you can trust to evaluate the property.
