We have already implemented a budget and are working on our credit as well and planned on strengthening both our savings and credit before making any moves.

I've now implemented a you shall be banned from the kitchen clause that people must sign, but it's not like I have internal house surveillance to know whose dishes they are. 

It prevents most people from investing or even buying a home until they can pay off the debt or at least pay it down to a reasonable portion of their Debt To Income Ratio which banks use to determine if they will even give you financing.

Even if you don't implement them, it may usher in new ideas.Good luck, and post back if you make progress!

They also have a policy that prevents refinancing within 15 months of a forbearance which would prevent me from getting a construction loan with them.This was a huge shock to me.

I agree with some of the comments above,  you want to be sure that your partner understands the short term sacrifices and long term benefits of implementing this strategy.
