There is no by-right exception to this, but if all your neighbors have smaller rear yards, you can appeal for a variance and it usually goes through (but I'm not a zoning lawyer so don't take my word for it).

Also, empower tenants with a bucket (some brands come in boxes) of ice melt, one at each door (few will shovel, but most will throw ice melt on their porch between your shoveling intervals)..Whatever you do (DIY or contractor), have a plan in place and reasonable maintenance intervals (like biweekly mowing, or shoveling with 2'' or more, inspecting for ice etc) and don't just rely on the kindness of strangers (or tenants) to do it.

Make sure your primary Team members that are local and are experienced in what you and what you expect.The primary Team members are Attornies/lawyers, real estate Agents/Brokers, CPA's (or knowledgable accounts), Inspectors with a license, General Contractors, Property Managers, and Handymen.
