There is another room with storage in the basement which is located directly across from the current washer/dryer which I could give access to the top unit to.This sounds like the cheapest way to maintain separate laundry, although the units would still have a shared space, not sure how much of a negative this is in the grand scheme of things.

If it benefits you now, and a small cost differential ($5k in the grand scheme of things is not the end of the world)... even if the opportunity presents itself in 2 years, and you'd be throwing a bit of money away by refinancing before you've met your recoup.... you can look at it then and see if it's worth it.
