It's easily a 70% of ARV as a flip or about 1.5% if I have to keep it and rent it out.

The same house 2.5 years later could be very easily sold for 310k given market conditions.

The question you asked could be easily answered if you have buyers lined up who's purchase criteria include duplexes in D class neighborhoods. 

Even in my original investment area which is easily an "A minus" area I often have to bend rules depending on the tenant.

Getting an appraiser to change 2 words on an appraisal, especially with a VA appraiser, can easily be 3-5 business days or more.
